NDC Transparency
Countries enhanced transparency by adhering to international communication standards and including details on underlying approaches to setting targets in their NDCs.
ICTU alignment
The standards are designed to create transparency on specific planning approaches and the assumptions used to set targets and timelines.
Capacity development
CAEP support included activities such as engaging stakeholders, enhancing inclusivity, and developing capacity.

The Dominican Republic
By following the ICTU template, the country’s NDC used a standardized approach to provide information about the data collection, modeling, and assumptions that feed into its targets. CAEP activities centered around improving the data collection process and identifying climate impacts that feed into NDC targets.
Additionally, the ICTU template ensured that the country’s approaches to gender, youth, subnational commitments, human rights, and just transitions are clearly laid out.
Inclusiveness
Enhanced NDCs considered needs and exposure to climate change of vulnerable groups including women, youth and Indigenous communities.
All 55 countries that took more inclusive approaches to their NDCs received linked CAEP support.
Country Examples
Burkina Faso
Burkina Faso included strong gender mainstreaming elements in sectoral action plans and focused on coordination and stakeholder engagement. This involved actions such as improving data gathering and analysis of gender-disaggregated impacts of climate change, building capacity on the importance of considering gender in climate change strategies, and ensuring gender equality in climate projects and programs.
Pakistan
Pakistan set explicit targets on youth engagement in climate change action. They included improving education, offering volunteering opportunities, encouraging research and innovation around climate-oriented solutions, and creating job opportunities.
Education and public engagement
Countries focused on widespread awareness raising and civil society engagement in climate action.
48 countries included awareness raising, advocacy, and education-related activities in the revision process of their NDCs. 46 of these received CAEP support.
Stakeholder engagement support was in high demand by countries updating their NDCs and the second most linked CAEP activity overall.
Countries went through a consultation and validation process with stakeholders with technical expertise, local governments, private companies, and members of communities most affected by climate change (e.g., women, Indigenous communities).
In addition to engaging stakeholders and developing capacity, awareness raising and public education across regions were the most linked activities.

Indonesia
The Indonesian NDC demonstrated enhancement in climate change education, stakeholder consultations, and consideration of the impact of NDC action on vulnerable groups.
This involved inclusive public engagement, capacity building, and delivery of NDC readiness, including through designing an effective consultation process, comprehensively mapping needs and financing gaps at the subnational level, strengthening the role of local communities and vulnerable groups through implementing the NDC and a long-term strategy, development of a public campaign to promote a better understanding of the government’s climate action.
