The NDC enhanced its ambition by expanding the coverage of sectors and expanding the qualitative targes and measures that define their mitigation and adaptation potential.

CAEP supported the development of the legal framework for the National Greenhouse Gas (GHG) System through a participatory process.
Additional support included technical assistance for identifying mitigation and adaptation measures for the forestry and transport sectors.

The NDC update improved baseline data quality and information available for the national MRV infrastructure and Panama's long-term strategy.

CAEP supported the development of a national finance labeling system to support the Ministry of Economy and Finance in tracking climate policy and programming budgeting and investment.
Support provided to develop the climate finance roadmap to align with national recovery efforts and feed into the National Climate Finance Plan, and for the as well as the development of an M&E system to monitor the actions of the NDC in the forestry sector.
Enhanced baselines and capacity building for the forestry and blue carbon sectors contributed to improved MRV systems.
Partner support helped establish data baselines and build capacity for the development of Panama’s long-term strategy.

The NDC revision process emphasized women’s role in national climate change action:

CAEP support facilitated and monitored gender participation in the stakeholder engagement throughout the NDC update process.
Multi-sectoral dialogues and capacity building efforts were supported by partners to leverage private sector, youth, civil society, NGO, and local authority perspectives were considered.
